WASTE DISCHARGE REQUIREMENTS -5- <br /> MARLEY COOLING TOWER COMPANY <br /> SAN JOAQUIN COUNTY <br /> 1. All of the prohibitions, effluent limitations, sludge disposal <br /> conditions, receiving water limitations, and provisions contained in <br /> Board Order No. 88-124 except for the following modifications of Effluent <br /> Limit 4 and Provision 6, respectively: <br /> a. The 30-day average daily discharge shall not exceed 0.59 million <br /> gallons. <br /> b. The Discharger shall implement an invertebrate follow-up effluent <br /> toxicity monitoring program in accordance with procedures outlined in <br /> the Environmental Protection Agency's (EPA) Documents 600/4-89/001 <br /> and 440/4-85-032 to demonstrate that the effluent does not have a <br /> reasonable potential to cause instream toxicity. The Discharger <br /> shall propose a plan with a time schedule to meet this objective. <br /> The Discharger shall carry out the toxicity monitoring program in <br /> accordance with the following schedule. <br /> 1 . By 1 February 1991 , a proposed plan shall be submitted to the <br /> Board for approval . The Plan shall be implemented after <br /> approval . <br /> 2. By I July 1991, a Technical Report summarizing and interpreting <br /> the results of the toxicity testing program shall be submitted. <br /> This information will be reviewed and effluent limitations may be <br /> revised accordingly. At that time, the Board may revise this <br /> Order to reflect the new limitations. <br /> 3. If the Technical Report indicates that there is a reasonable <br /> potential for the effluent to cause instream toxicity, the <br /> Discharger shall conduct a Toxicity Reduction Evaluation to <br /> determine the cause and develop a corrective action plan. <br /> 2. The Discharger shall perform the treated water disposal alternative study <br /> as described in the Discharger's 18 August 1990 RWD entitled "Plan for <br /> Evaluation of Treated Water Disposal Alternatives. " This report shall be <br /> submitted by 1 November 1991 . <br /> 3. The Discharger shall submit a revised O&M Manual for the treatment plant <br /> which describes those operational and monitoring measures to be taken <br /> during wet weather events and in case of breakthrough. The revised O&M <br /> Manual shall be submitted by 1 February 1991 . <br /> 4. The Discharger shall comply with the attached Monitoring and Reporting <br /> Program No. <br />
