Diebert • •
page 2
October 15, 1990
Page 2C-2 TESTING. Analysis of pipes and culvert
sampling should include unfiltered total concentrations
for chromium, arsenic, and copper.
Page 2F-1 . SEEDING AND SODDING (of residential
properties) . It appears restoration of excavated areas is
limited to sodding. Review of the scope of work with and
authorization by property owner (s) prior to commencement
of remedial activity is suggested.
Health and Safety Plan Surface Soils/Pipes and Culverts
Remediation, dated September 5, 1990 .
Page 8, Section 6. 2 . 1. The Department acknowledges that
arsenic Permissible Exposure Limit (PEL) will most likely
control sampling/monitoring needs. This however does not
release MCTC from compliance with applicable regulations
for chromium and copper. The Section should be revised to
include relevant exposure standards for chromium and
copper. Revisions should also address which analyses will
be performed. That is, will the analyses performed
speciate the chromium? or, will results be intrepreted as
representing carcinogenic chromium VI .
Additionally, ambient air monitoring for off-site
contaminant transport must be included with personnel
monitoring. If data show no significant impact, sampling
and monitoring may be reduced subsequent to the
Department's authorization. No reduction however shall
be applied during excavation of residential areas.
6Jim Austreng
Waste Management Engineer
Region 1
