Center St., Stockton, CA: Well Abandonment Scope of Work Memo- <br /> Review/approval requested by 7/18 <br /> Good afternoon Todd, <br /> The San Joaquin County Environmental Health Department(EHD) has reviewed Well Abandonment <br /> Memorandum(Memorandum), dated 14 July 2014, submitted by you by electronic mail dated 14 July 2014 for the <br /> site at 139 South Center Street in Stockton, California. In the Memorandum, AECOM proposed to destroy the <br /> seven on-site wells (MW-3, MW-14 through MW-17, MW-15D and MW-18D2) by over-drilling each well to total <br /> depth using a truck-mounted hollow-stem auger drill rig prior to sealing the borehole from the bottom upward with <br /> neat cement using a tremie pipe. AECOM proposed to destroy the five off-site wells(MW-5 through MW-8 and <br /> MW-13) by pressure grouting. <br /> The EHD has reviewed the soil and groundwater analytical data for all twelve wells associated with this site. <br /> During the most recent groundwater sampling event completed on 10 August 2012, trace to low concentrations of <br /> motor oil were detected in groundwater collected from all five off-site wells. Based on this information, the EHD <br /> directs that all five off-site wells be over-drilled in addition to the seven on-site wells proposed by AECOM to be <br /> over-drilled. Use augers with diameters the size of, or larger than, the augers used when installing the wells. <br /> The Memorandum mentions nothing about clearing the well locations for utilities through Underground Service <br /> Alert and a private line locator prior to drilling; nor does the Memorandum state that a Health and Site Safety Plan <br /> will be prepared and available at the site during the well destructions. These must be completed prior to initiating <br /> the fieldwork. Also, the manifests from the waste disposal must be submitted to the EHD upon completing the <br /> well destructions. The EHD will notify the State Board to proceed with closing this case once the EHD has <br /> received the manifests. <br /> Please submit the well destruction permit applications and state on the applications that all wells will be over- <br /> drilled; include the completed Master File Record (MFR)form, encroachment permit issued by the City of <br /> Stockton, Licensed Contractor's Declaration (LCD)form and fee of$1,875.00.
