Center St., Stockton, CA: Well Abandonment Scope of Work Memo- Review/approval requested by 7/18 Good afternoon Todd, The San Joaquin County Environmental Health Department(EHD) has reviewed Well Abandonment Memorandum(Memorandum), dated 14 July 2014, submitted by you by electronic mail dated 14 July 2014 for the site at 139 South Center Street in Stockton, California. In the Memorandum, AECOM proposed to destroy the seven on-site wells (MW-3, MW-14 through MW-17, MW-15D and MW-18D2) by over-drilling each well to total depth using a truck-mounted hollow-stem auger drill rig prior to sealing the borehole from the bottom upward with neat cement using a tremie pipe. AECOM proposed to destroy the five off-site wells(MW-5 through MW-8 and MW-13) by pressure grouting. The EHD has reviewed the soil and groundwater analytical data for all twelve wells associated with this site. During the most recent groundwater sampling event completed on 10 August 2012, trace to low concentrations of motor oil were detected in groundwater collected from all five off-site wells. Based on this information, the EHD directs that all five off-site wells be over-drilled in addition to the seven on-site wells proposed by AECOM to be over-drilled. Use augers with diameters the size of, or larger than, the augers used when installing the wells. The Memorandum mentions nothing about clearing the well locations for utilities through Underground Service Alert and a private line locator prior to drilling; nor does the Memorandum state that a Health and Site Safety Plan will be prepared and available at the site during the well destructions. These must be completed prior to initiating the fieldwork. Also, the manifests from the waste disposal must be submitted to the EHD upon completing the well destructions. The EHD will notify the State Board to proceed with closing this case once the EHD has received the manifests. Please submit the well destruction permit applications and state on the applications that all wells will be over- drilled; include the completed Master File Record (MFR)form, encroachment permit issued by the City of Stockton, Licensed Contractor's Declaration (LCD)form and fee of$1,875.00. (As stated in the EHD letter dated 30 June 2014, the EHD fee-rate will increase on 01 August 2014.) Please provide the list of record fee title owners to the EHD. Thank you.
