The Discharger discharges to the Stockton Diverting Canal . From 1 October <br /> to 1 April , all flow in the Calaveras River is diverted at Bellota to Upper <br /> Mormon Slough, tributary to the Stockton Diverting Canal , tributary to the <br /> Calaveras River (see attachment A) . No flows are maintained in the <br /> Calaveras River channel between the fork with Upper Mormon Slough and the <br /> confluence with the Stockton Diverting Canal during that period. <br /> 16. From 1 April to 1 October, flows are maintained in both the Calaveras River, <br /> as well as Upper Mormon Slough and the Stockton Diverting Canal . Numerous <br /> check dams to retain flows for irrigation supply are placed along Upper <br /> Mormon Slough, the Stockton Diverting Canal , and the Calaveras River from <br /> Upper Mormon Slough to the Stockton Diverting Canal . The discharge will <br /> mostly be used for irrigation during this period of the year. <br /> 17. The Discharger submitted a Technical Report, dated 16 December 1988, <br /> entitled "Effluent Toxicity Program Report, " which demonstrated that the ion <br /> exchange treatment system effluent did not have a reasonable potential to <br /> cause fathead minnow (Pimephales promelas) instream toxicity. However, the <br /> results did indicate that the effluent may periodically cause acute <br /> invertebrate (Ceriodaphnia dubia) instream toxicity. <br /> 18. In preparation for the proposed expansion, the Discharger implemented an <br /> effluent toxicity monitoring program to evaluate the potential for the <br /> combined effluent (ion exchange and Andco treatment systems) to cause <br /> instream toxicity. The toxicity monitoring program was described in the <br /> document entitled "Plan for Evaluation of Combined Effluent Toxicity" <br /> submitted to the Board 31 January 1991. <br /> 19. The results in the Combined Effluent Toxicity Program showed that when the <br /> effluent quality is maintained in compliance with permit limits, no toxic <br /> response was seen. The Discharger will continue a modified combined <br /> effluent toxicity testing program while additional modifications to improve <br /> the treatment system effectiveness and efficiency are underway.
