Sinclair Avenue <br /> Stockton, CA 95215 <br /> REQUEST TO RE-START ELECTRO CHEMICAL PRECIPITATION(ECP) SYSTEM, MARIE <br /> COOLING TOWER COMPANY FACILITY, STOCKTON, SANJOAQUIN COUNTY <br /> The Regional Water Quality Control Board (Board) reviewed your letter dated 18 October 2002 that <br /> includes a request to restart the Electro Chemical Precipitation System (ECS) system in accordance with <br /> a list of proposed steps. The groundwater systems (Ion Exchange(IX) and ECS) are currently shut down <br /> since 19 September 2002 when a fish kill occurred due to a high pH condition in the Stockton Diverting <br /> Canal caused by a malfuction of the IX unit's effluent system. The Board concurs with your request to <br /> re-start the ECS system contingent upon the following conditions: <br /> 1. Compliance with all requirements of the NPDES permit issued for the site. <br /> 2. Concurrence to re-start must also be obtained from the Department of Toxic Substances. <br /> Department of Fish and Game. <br /> 3. Prior to discharge of treated water to the Stockton Diverting Canal, the initial one full volume of <br /> water in the effluent pipe must be containerized and tested for pH to confirm compliance with the <br /> NPDES permit. Upon confirmation of satisfactory pH levels in the containerized water, <br /> discharge to the canal may proceed. <br /> 4. Please provide us a detailed schedule for re-start operations. <br /> The Department of Fish and Game has reviewed the subject letter and agreed with your procedures for <br /> start-up (e-mail dated 21 October 2002 from Lori Oldfather to Sudhakar Talanki). <br /> We are concerned that the continued shutdown of the IX system may result in the offsite groundwater <br /> plume migrating. We request you submit a time schedule for bringing that of the system back into <br /> operation.
