CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL, VALLEY REGION <br /> 3443 Rouder Road,Suite A, Sacramento, California 95827 <br /> PUBLIC HEARING <br /> I concerning <br /> Consideration of Adoption of Waste Discharge Requirements <br /> (National Pollutant Discharge Elimination System Permit) <br /> for <br /> MARLEY COOLING TOWER COMPANY <br /> GROUNDWATER EXTRACTION AND TREATMENT SYSTEM <br /> SAN JOAQUIN COUNTY <br /> The Marley Cooling Tower Company(MCTC) owns and operates a former cooling tower fabrication <br /> plant in the East Stockton Area in San Joaquin County. As part of the fabrication operations, MCTC <br /> operated a wood preservation process utilizing solutions containing copper, chromium and arsenic. <br /> Wood preserving was discontinued at this facility in January 1991, however past operational practices <br /> have resulted in contamination of groundwater underlying the site. In an ongoing effort to remedy <br /> groundwater contamination, MCTC operates a groundwater extraction and treatment system, and <br /> discharges a maximum of 0.94 million gallons per day(mgd) of treated groundwater and storm water <br /> runoff to the Stockton Diverting Canal, a water of the United States and a tributary to the Calaveras <br /> River, at a location just south of Fremont Street. Proposed effluent limitations have been established <br /> or retained in this Tentative Order for copper, hexavalent chromium, total chromium, arsenic, and <br /> average effluent limitation for TDS applied at the point of discharge which is necessary to comply <br /> chlorine residual. This Tentative Order includes a new 500 milligram per Liter(mg/L, ppm)monthly <br /> with the secondary California MCLs contained in Title 22, California Code of Regulations (CCR) <br /> and incorporated as chemical constituent water quality objectives in the Basin Plan. <br /> A formal public hearing to consider renewal of the Discharger's NPDES Permit No. CA0081787, <br /> was previously scheduled for 30 and 31 January 2003, in Sacramento, California. The date of the <br /> hearing has been changed as follows.
