WASTE DISCHARGE REQUIRMENTS • 7 <br /> MARLEY COOLING TOWER COMPANY <br /> SAN JOAQUINCOUNTY TENTATIVE <br /> [Note: Other prohibitions, conditions, definitions, and some methods of determining compliance are <br /> contained in the attached "Standard Provisions and Reporting Requirements for Waste Discharge <br /> Requirements"dated 1 March 1991, incorporated herein.) <br /> A. Discharge Prohibitions: <br /> 1. The discharge of sodium dithionite or ethanol or its by-products, into any surface water or <br /> surface water drainage course is prohibited. <br /> 2. Discharge of waste classified as `hazardous' under Section 2521, Chapter 15 of Title 23 is <br /> prohibited. <br /> 3. Discharge of sodium dithionite or ethanol at a location or in a manner different from that <br /> described in Finding No.14, 15, and 16 is prohibited. <br /> 4. Discharge of treated groundwater at a location or in a manner different than as described in <br /> Finding No.5 is prohibited. <br /> B. Discharge Specifications (Discharge to on-site soil flushing injection well system): <br /> 1. Discharge of soil flushing water in excess of the following limits is prohibited: <br /> Daily <br /> Constituents Units Maximum <br /> Copper µg/1 6.6 <br /> Total Chromium µg/1 50 <br /> Hexavalent Chromium µg/1 11 <br /> Arsenic µg/1 5 <br /> Total Dissolved Solids mg/1 1,000 <br /> 2. Full hydraulic capture of the reinjected soil flushing water shall occur at all times. <br /> C. Discharge Specifications (Phase 1 and 2 Pilot Test): <br /> 1. The Discharger shall provide hydraulic control, i.e., full and complete containment sodium <br /> dithionite, ethanol, and any byproducts of the process. <br /> 2. The Discharger shall not cause the permeability of the aquifer, either inside or outside of the <br /> ethanol treatment area, which is the area that the ethanol reaches in the aquifer, to be affected <br /> to such a degree that the Discharger is unable to effectively operate extraction wells for the <br /> purpose of containing the ethanol or its byproducts. <br /> 08/22/02 2:02 PM Marley Cooling <br />
