URS <br /> MAR 2 9 2004 <br /> ENVY IOWEN F HEALTH <br /> March 25, 2004 PERMIT/SERVICES <br /> Ms Lori Duncan, Senior REHS 04493 <br /> San Joaquin County Environmental Health Department 06 a3 <br /> 304 East Weber Avenue, Third Floor <br /> Stockton, California 95202 <br /> Subject: Deep Monitoring Well Installation and Fourth <br /> Quarter 2003 Groundwater Monitoring Report <br /> Former ARCO Service Station No.4493 <br /> 205 North Center Street,Stockton,California <br /> Dear Ms Duncan <br /> URS Corporation Americas (URS) has prepared this report on behalf of Atlantic Richfield Company <br /> (ARCO—a BP affiliated company) to document the installation of one deep single-completion <br /> groundwater monitoring well at former ARCO Station No 4493 located at 205 North Center Street in <br /> Stockton, California (Figure 1) The purpose of this effort was to install a deep groundwater monitoring <br /> well to evaluate the vertical extent of gasoline-related hydrocarbons in groundwater at the site The <br /> deep monitoring well was installed as requested by the San Joaquin County Environmental Health <br /> Department (SJCEHD) in a letter dated March 21, 2003 (Attachment A) The deep monitoring well was <br /> installed dust downgradient from the former pump islands in the area containing the highest petroleum <br /> compound concentrations This work was performed as described in the URS Work Plan Addendum for <br /> Dual-Completion Monitoring Wells dated May 15, 2003 The URS work plan addendum was approved <br /> by the SJCEHD in a letter dated May 29, 2003 (Attachment A) The SJCEHD drilling permit for the <br /> deep monitoring well is included as Attachment B <br /> URS is currently negotiating with the State of California to place a dual-completion groundwater <br /> monitoring well set on state property downgradient of the site The proposed downgradient location is <br /> in the parking lot (southeast side) at the State of California property located at 31 East Channel Street <br /> (Figure 2) The location was approved by the SJCEHD in correspondence dated December 8, 2003 <br /> (Attachment A) <br /> SITE BACKGROUND <br /> The former ARCO Station No 4493 site is located at 205 North Center Street in Stockton, California <br /> Three 12,000-gallon underground storage tanks (USTs) were installed at the site in 1984 The service <br /> station was demolished and the USTs were removed during the first quarter of 1999 The site is located <br /> on property identified as Weber Point, the Stockton Channel is adjacent to the site to the south The <br /> City of Stockton has redeveloped the Weber Point area as a city park <br /> y URS Corporation <br /> Crown Corporate Center <br /> 2870 Gateway Oaks Drive Suite 300 <br /> Sacramento CA 95833 <br /> Tel 916 679 2000 <br /> Fax 916 679 2900 <br />
