INTRODUCTION <br /> A Project Description <br /> ' The Weber Point Southbank Seawall Protect consists of structural modifications to <br /> approximately 835 lineal feet of existing concrete seawall bordering the south side of Weber <br /> Point in Stockton, CA(Figure 1, Stockton West quadrangle, T1N, R16E, Photographs, Exhibit <br /> 1) The purpose of the project is to construct the structural improvements necessary to insure <br /> long-term performance of the wall, provide a stable subgrade behind the wall for the purpose <br /> of constructing future Weber Point Park surface improvements, and improve the wall's overall <br /> ' aesthetic appearance The completed project will greatly enhance the wall's appearance and <br /> is considered a key element in the City of Stockton's overall downtown redevelopment efforts <br /> The project's primary features include 1) lowering the existing concrete seawall and grade <br /> behind the wall by as much as five (5 feet) in order to reduce earth pressures pushing <br /> outward on the wall, 2) construct a new steel sheet pile wall on the water side of the existing <br /> wall to architecturally match the previously improved seawalls around Weber Point, McLeod <br /> ' Lake, and the North Bank of the Stockton Channel, 3 ) fill the eroded voids under the existing <br /> wall, 4) structurally bond the new sheet pile wall to the existing concrete wail with a common <br /> concrete cap and concrete fill between the new sheet pile and the existing wall, and 5) place <br /> rock rip-rap on the channel bottom adjacent to the waterside of the sheetpile Note Rip-rap is <br /> included in the project description to define the worst-case scenario However, the potential <br /> exists that rip-rap may not be used <br /> ' The protect study area includes three components 1) an 835 foot long, ±three-foot wide <br /> seawall, 2) a±three-foot wide portion of Stockton Channel on the south side of, and adjacent <br /> to the seawall, and 3) a± 100-foot wide portion of land on the north side of, and adjacent to the <br /> ' seawall Rock rip-rap could potentially be placed at the base of the new seawall to stabilize the <br /> channel bottom adjacent to the seawall If rock rip-rap is used, the project study area would <br /> extend up to an additional 30 feet into the channel (Sheet 4, Appendix A) Two 75 foot long <br /> stair sections will be incorporated into the seawall to facilitate access to the Stockton Channel <br /> The project study area does not include any other portion of Weber Point <br /> Siegfried Engineering, Inc has prepared engineering drawings of the project's primary <br /> ' features These drawings, Sheets 1 through 6, are included in this document Sheet 1, a <br /> vicinity map, is Figure 1 of this document Sheet 2 is a project site map Sheet 3 is a plan <br /> view of the proposed seawall improvements showing the location of the seawall and stair <br /> section profiles The seawall section is shown in Sheet 4, the stair section is shown in Sheet <br /> 5, and Sheet 6 is a drawing of the top of wall elevation transition section Sheets 2 through 6 <br /> are presented in Exhibit 6 Duplicates of sheets 1 through 6 are also included in the <br /> ' Expanded Initial study (see following paragraph) <br /> SEA-8104 DOC 9118197 Sycamore Environmental Consultants Inc .� <br /> i <br />
