KLEINFELDER <br /> 1 SUMMARY <br /> ' Kleinfelder was retained by Siegfried Engineering, Inc to conduct a Phase I Preliminary <br /> Environmental Site Assessment (ESA) consisting of property located on the Weber Point south <br /> seawall located at 221 North Center Street Stockton, California The ESA was completed in <br /> ' accordance with the scope and limitations of our proposal 20-1129-30 GO1 dated November 18, <br /> 1996 (with exception of the ARCO property was excluded due to lack of a right-of-entry <br /> agreement) and ASTM Practice E1527-94 In summary <br /> Kleinfelder did find evidence suggesting suspected or known releases of hazardous substances at <br /> the site located at 221 North Center Street, Stockton, California <br /> There are several drains and underground pipes which propagate throughout and beneath the site <br /> The origin and construction material associated with these pipes is undetermined Based on the <br /> iage of the former Holiday Inn Hotels' construction, the material used for the underground pipe <br /> may have asbestos-containing materials (ACMs) An asbestos survey conducted by a California <br /> certified asbestos consultant should be conducted on the piping prior to any disturbance or <br /> removal from the site <br /> The site is listed on the ERNS regulatory agency database lists The site is also listed with <br /> California facility inventory database as a site with a reported hazardous incident These listings <br /> are in response to an asbestos spill (<1 pound) which was cleaned up and disposed of in <br /> ' accordance with San Joaquin County guidelines <br /> No acrid or pungent odors or below-ground storage tanks were noted on site No pools of liquids <br /> or hazardous substance were noted on the subject site No pits, ponds, lagoons, stressed <br /> vegetation, wastewatei, were noted on the subject site during the site reconnaissance <br /> ' The site is adjacent to a retail service station (ARCO) located at 205 North Center Street which <br /> has the potential to impact the site because of underground storage tanks Kleinfelder <br /> recommends that soil and groundwater samples be collected in the vicinity of the service station <br /> and along the south seawall to assess the potential release of contaminants within the Weber <br /> Point south seawall Numerous other listed sites with environmental concerns (see Section 4 1 1) <br /> ' surround the subject property However, none of the other listed sites are anticipated to impact <br /> the subject property For additional information please refer to Section 4 1 1 <br /> These and other findings are discussed in greater detail in Section 7 This report is subject to the <br /> Limitations in Section 9 The location of the site is described further in Section 3 and shown in <br /> Appendix A, Plate I the Site Location neap � <br /> 20-1129-30/20178241 Page I of 16 <br /> 0 1997 Kleintel&r Inc July 14, 1997 <br />
