This workplan was <br /> developed after a meeting with Mr. Vernell Hill, Jr., and Mr. Mike Hakeem, Esquire with <br /> Hakeem, Ellis & Marengo on June 13, 2003'using Kleinfelder's current understanding of the site <br /> conditions, and is a preliminary understanding of First Service Properties desires and <br /> requirements. This workplan will be submitted to San Joaquin County Environmental Health <br /> Department(EHD) as part of the permitting process. <br /> Kleinfelder is committed to providing quality of service to our clients, commensurate with their <br /> wants, needs, and desired level of risk. If a portion of this proposal does not meet the needs of <br /> First.Service Properties, or if those needs have changed, Kleinfelder will consider appropriate <br /> modifications, subject to the standards of care to which we adhere as professionals. <br /> Modifications such as changes in scope, methodology, scheduling, and contract terms and- <br /> conditions may result in changes to the risks assumed by you, as well as adjustments to our fees. <br /> We look forward to the opportunity to serve you. <br /> BACKGROUND <br /> Kleinfelder has been requested to provide this workplan to address the installation of three <br /> monitoring wells, and conduct limited soil sampling and analysis at the Elks Lodge Property <br /> located at 339 South Center Street, Stockton, California. Based on a prior Environmental Site <br /> Assessment Report conducted by Condor Earth Technologies dated August 15, 2000,Kleinfelder <br /> understands the subject site historically has been used for residential, commercial, retail, and <br /> industrial purposes. It has been previously used as an auto parts wrecking yard (1949-1955) and <br /> a dry cleaning facility. The site was reportedly "completely cleared" in 1960. The following <br /> conclusions and recommendations were provided in the Condor report: <br /> 1) Sampling of one of the buildings on the site has documented the presence of asbestos containing <br /> building materials. The materials would need to be properly removed by and asbestos abatement <br /> contractor prior to demolition of the building. <br /> 2) The site and surrounding area has been developed for over a 110 years. The area has been used <br /> for residential,commercial,retail and industrial purposes. The area and the site history is long and <br /> complex, therefore, it is difficult to develop a complete chronology. The information developed <br /> concerning the site places it'in a high-risk environmental category with many known, and possibly <br /> many unknown, off-site contaminant release locations. In addition,the historical use of portions of . <br /> the site as an auto part wrecking yard and laundry(with the possibility that dry cleaning operations <br /> were conducted with solvents) increases the risk associated with on-site sources of contaminants. <br /> 42162.E01 /ST04P 141 Page 1 of 9 <br /> Copyright 2004,Kleinfelder,Inc.
