I am <br /> writing this letter to describe our requests and provide some background <br /> on this project. <br /> PG&E, or our predecessor utilities, operated approximately 100 <br /> manufactured gas plants (MGPs) throughout California during the period <br /> 1850 to 1930. These facilities processed coal or oil to produce gas for <br /> heating and lighting and generated residues known as "lampblack" and <br /> "coal tar". Although the manufactured gas plants are all long closed, <br /> some of these residues can still be found on the former MGP properties. <br /> Recognizing this potential , PG&E has undertaken the study, and if <br /> necessary remediation, of the MGP properties. We are working with the <br /> California Environmental Protection Agency (Cal EPA) on this project. <br /> Our property at 425 South Center Street is a former manufactured gas <br /> plant. We are requesting your cooperation with two activities which Cal <br /> EPA has requested that PG&E perform. These activities are described <br /> below. <br /> 1) Hazelton Avenue Strip is the dirt slope (approximately 20 feet <br /> wide) between PG&E's property line and Hazelton Avenue (Area A <br /> on the map) . Cal EPA is concerned that the public could come <br /> in contact with MGP residues which may be present on,that <br /> slope. PG&E's plan is to chemically test the soil for these <br /> residues and if they are present in significant amounts to <br /> prevent public exposure to the residues by fencing or paving <br /> or another acceptable method. The testing will involve <br /> collecting six samples by hand just below the ground surface. <br /> We are asking your permission to perform that testing, and <br /> will meet with you regarding the results and possible next <br /> steps. <br /> 2) Background soil samples samples are required by Cal EPA in an area <br /> similar to the MGP property which could not have been affected <br /> by operations there. These results will be used to estimate <br /> the range of normal_ (background) concentrations of the <br /> chemicals of interest. PG&E has proposed locations for these <br /> samples (Areas B on map) , but these locations can be adjusted <br /> if the City desires. The sampling will involve drilling with <br /> a truck mounted rig to a depth of about 20 feet and will <br /> require about four hours at each location. <br />
