The following are Department comments that need to be
addressed before the RI/FS Workplan is approved:
1. All technical workplans and reports must be signed by a
qualified Registered Professional Engineer or Registered
Geologist. The RI/FS Woplan has not been signed.
2 . Groundwater monitoring wells should be installed at the
watertable to clearly define the hydrology at the site. The
depths of the proposed shallow wells are below the water
table and would not be as effective.
3 . The groundwater monitoring reports should include diagrams
with equipotential lines to indicate groundwater direction.
4. Chapter 1 - Provide a detailed description of all industrial
operations including a discussion of all hazardous
substances, materials or wastes which were disposed,
discharged, stored, transported, handled or used at the Site
and a description of their estimated volumes and
concentrations. Include a discussion of all processes which
were related to each hazardous substance, material or waste.
Identify all uncertainties related to the history of
operation and make recommendations for additional work, such
as conducting interviews and researching historical files
and photographs, to eliminate these uncertainties.
