' Response to Comments on final Please III Technical Memorandum
PG&E Stockton Former Manufactured Gas Plant Site
' May 4, 1995
Page 1
Enclosed are responses to comments on the final Phase III Technical Memorandum,
Stockton former MGP site from DTSC (letter to Robert Doss/PG&E, dated April 12,
' 1995) and from RWQCB (letter to Fernando Amador/DTSC, dated April 6, 1995).
Responses are numbered according to the numbered comments in these letters.
' Responses to DTSC's April 12, 1995 letter:
1. The extent of PNAs in groundwater was evaluated on the downgradient side of the
site, based upon the groundwater direction determined by historic water level
measurements. Conclusions were not made as to the upgradient and cross-gradient
(western and northern) extent of constituents in groundwater. The results of the
' upcoming monthly water level measurements, quarterly sampling, and Phase IV
groundwater investigation will help confirm the groundwater gradient as well as extent of
' constituents in groundwater Zones A, B, and C.
2. In PG&E's telephone conversation with DTSC on April 24, 1995, PG&E offered to
sample wells MW-4 and MW-5 on a quarterly basis even though it had been decided in
the February 28,1995 meeting that these wells would be monitored on a semi-annual
' basis. Wells MW-4 and MW-5 were sampled in March in 1995 and they will continue to
be monitored on a quarterly basis at this time.
' 3. PG&E is in the process of obtaining and evaluating additional data from the nearby
' City of Stockton Fire Department site and the former Morton Paint site. The evaluation
of this information will be used during planning of the Phase IV groundwater
investigation. This information will be included in the Phase IV work plan.
4. During PG&E's telephone conversation with DTSC on April 24, 1995 and during the
' February 28, 1995 meeting, PG&E offered to monitor water levels on a monthly basis for
six months, which PG&E is now doing. The water level gradient will be evaluated in all
three Zones and will be used when devloping a work plan for further groundwater
' investigation (Phase M. We recognize that if the groundwater gradient, as measured
over the next six months, is different that the gradient historically measured, some of the
conclusions in the Phase III Technical Memorandum may need to be revised.
t
1
