Chief, Site Mitigation Branch r California Environmental Protection Agency Department of Toxic Substances Control, Region 1 10151 Croydon way, Suite 3 Sacramento, California 95827-2106 Attention: Mr. Fernando Amador Dear Mr. Tjosvold: Subject: Docket#HSA 90/91-08 - Stockton Former Manufactured Gas Plant Site - Notification of the Start of the Soil Remediation On April 30, 1999, Pacific Gas and Electric Company (PG&E) submitted the final Remedial Design and Implementation Plan(RDIP) for its Stockton former manufactured gas plant(MGP) site. The RDIP presents preliminary design drawings and describes activities for implementing the soil remediation described in the approved Remedial Action Plan for this site. This final RDIP incorporated Department of Toxic Substances' (DTSC's) December 17, 1998 comments and comments received from the Central Valley Regional Water Quality Control Board on February 18, 1999 and March 18, 1999. It is Pacific Gas and Electric Company's understanding that DTSC has approved the final Remedial Design and Implementation Plan (RDIP) for the Stockton former MGP site. This is formal notification that PG&E has begun implementing the soil remediation described in the final RDIP for the Stockton site. Mobilization for the soil remediation began on Tuesday May 18, 1999. Four wells (M1,N'-9, MW-19, MW-6, and MW-10)will be abandoned during the week of May 31, 1999. The Phase I excavation, including Source Area 3, will begin during the week of June 7, 1999 and will last for two weeks. The Phase II excavation, including Source Areas 1 and 2,will be excavated during the months of July and August. The application of oxygen-releasing-compound will take place during the end of the Phase II excavation.
