0 0
4.0 EXPOSURE MONITORING PLAN
4.1 Chemical Exposure Evaluation
Hazard exposure monitoring will be implemented to evaluate the potential exposure of
personnel to the chemical and physical hazards anticipated for the project and to assist in
implementing control measures to limit those exposures. The exposure monitoring program
will:
• Assess the potential employee exposure;
• Confirm the appropriateness of the selected level(s) of protection and
indicate changes where necessary; and,
• Verify the effectiveness of engineering controls and work practices.
Potential exposure to the chemicals will be limited by using the following established limits:
PEL - Permissible Exposure Limit
TLV - Threshold Limit Value (ACGIH, Guidance)
TLV - STEL - Short Term Exposure Limit (ACGIH, Guidance)
Time Weighted Averages (TWA) for the Cal-OSHA Permissible Exposure Limits (PELs)
and ACGIH Threshold Limit Values (TLVs) are defined as concentrations for an 8-hour
workday, 40-hour workweek to which almost all workers can be repeatedly exposed without
suffering adverse health effects.
Short Term Exposure Limit(STEL) is defined as the concentration to which workers can be
exposed for short time periods without irritation, tissue damage, or narcosis sufficient to
likely cause impairment of self-rescue or precipitate accidental injury. It is a 15-minute time
weighted average that shall not be exceeded at any time during the workday. Exposures
should not occur more than 4 times per day with at least 60 hours between successive
exposures.
Exposures may occur as a result of the releases of the gases or dust during Site activities.
Exposures may occur through inhalation of vapors and through direct skin or eye contact
with vapors or dust. Dust monitoring is not necessary for the tasks associated with the
project scope. However, if significant dust emissions are anticipated, the dust/ particulate
monitoring procedures described in the following sections will be followed. The exposure
monitoring program is based on previous Site characterizations and will be modified, if
necessary, during the course of this project.
4.1.1 Work Area Monitoring
Potential work area monitoring will be conducted using direct-reading instruments to
ENVA010
February 2005
A M E R I C A P:\PG&E\PGE-05-01 Stockton MW26R Investigation\MW26 Work Plan\H&S\H&5 Plan-2005.doc
