Let me see if I can explain. <br /> I conducted a Routine Inspection at Forward Landfill (TPID#1107012) and reviewed EDT manifest forms from <br /> Golden By-Products ("GBP" -TPID#1003314). I found that none of the EDTs from GBP to Forward had load <br /> amounts for the waste tires brought to Forward for disposal. <br /> Later, I looked on the WTMS and found that GBP has an exemption letter for hauling TDP. I thought that maybe <br /> the EDT forms were being used as invoices for TDP transport to Forward. After discussing this with my Program <br /> Coordinator, Robert McClellon, we agree that the tires brought to Forward are shredded, but they do not qualify <br /> as TDP. <br /> So I looked in the WTMS and found that the EDTs from GBP to Forward contain the load amounts. From what I <br /> gather, Forward Landfill's EDT copies from GBP are incomplete at the time of transport and then completed at a <br /> later time. <br /> 1. Can you confirm that the shredded tires disposed at Forward Landfill are in fact not TDP and <br /> therefore require proper manifesting? <br /> 2. If GBP is required to properly manifest the shredded tires, will you notify the LEA that they have not been?
