Ms. Frances E. Anderson <br /> Page 6 <br /> In summary, I think it is fair to say that PG&E is as frustrated by the pace of this project <br /> as are the agencies. While we may differ over the circumstances that have caused delays <br /> and uncertainties, I believe it is far more beneficial to focus on those steps we all agree <br /> are necessary to move the project along in a more expeditious fashion. First among these <br /> steps is a commitment to increased communication on technical and policy issues--before <br /> investing additional time and resources in creating(and in your case,reviewing) a work <br /> product which is not in line with your expectations. Those communications seem to work <br /> best when they are more frequent and less formal, with documentation of agreements <br /> reached provided by brief letters. For PG&E's part, I will do all I can to increase this <br /> level of regular communication for the benefit of the project. <br /> Fran, I value the long-term(and overwhelmingly positive)relationship PG&E has <br /> developed with you and your agency in the management of PG&E's sites. Our overriding <br /> objectives remain the same: to manage these sites in an expeditious and cost-effective <br /> manner that is fully protective of human health and the environment. The high- <br /> performance team concept we are initiating jointly on our Chico-Willows-Marysville <br /> project holds much promise for streamlining those sites, and I am sure there are many <br /> elements of that concept that can be brought to bear on the Stockton site, with positive <br /> results. You have my sincere promise that PG&E will be ready to make the changes <br /> necessary on its part to bring this project back on track.
