James L. Tjosvold, P.E.
July 24, 1996
Page 2
This modeling was conducted in response to DTSC and RWQCB comments on the draft
Soil OUFS regarding the effectiveness of the proposed soil remedial action. The report
utilized VLEACH modeling, chemical-specific travel times, and diesel residual soil
concentrations to demonstrate quantitatively that remediation of four soil source areas
(identified in the Soil Feasibility Study) is protective of groundwater at the site. PG&E
plans to incorporate the results of this report into the Feasibility Study.
On April 3, 1996,PG&E and CH2M Hill conducted a conference call describing the fate
and transport modeling report to DTSC and the RWQCB. During the conference call,
DTSC and the RWQCB agreed to provide comments on this report. DTSC and the
RWQCB comments on the fate and transport modeling results were later discussed during
a May 22, 1996 meeting between PG&E, the RWQCB and DTSC.
The draft Phase IV groundwater investigation work plan to install six additional
groundwater monitoring wells at the site was delivered to DTSC and the RWQCB on
January 8, 1996. A conference call to discuss this draft work plan took place on January
22, 1996 and the final work plan was submitted to DTSC and the RWQCB on February 6,
1996. Phase IV work to install the new monitoring wells began on March 18, 1996 and
ended on April 19, 1996. A"Phase IV Groundwater Investigation Draft Report"
describing the results of Phase IV work was submitted to DTSC and the RWQCB on June
11, 1996.
"The Quarterly Monitoring Report, PG&E Stockton Former MGP Site,First Quarter,
1996", containing the results of groundwater monitoring conducted in March, 1996 was
submitted to DTSC and the RWQCB on April 30, 1996.
The next quarterly groundwater monitoring occurred in June, 1996. The results of this
monitoring will be submitted to DTSC and the RWQCB by July 31, 1996 in the
"Quarterly Monitoring Report, PG&E Stockton Former MGP Site, Second Quarter,
1996".
II. Activities Performed During Current Quarter:
On April 29, 1996,PG&E submitted a revised project schedule to DTSC reflecting new
meeting dates (which had to be scheduled later than anticipated due to scheduling
conflicts) and the need to reach agreement on groundwater goals prior to continuing with
the Soil OUFS.
