James L. Tjosvold,P.E.
March 13, 1996
Page 2
in the draft soil OUFS, the remaining soil does not adversely affect groundwater within
the 1,000 year study period. It also includes calculations of the time it would take several
constituents of potential concern (COPC)to travel ten feet in the soil column. These
travel times ranged from 1,120 years(for the fastest moving COPC modeled, benzene)to
53,500,000 years (for the slowest moving COPC modeled, benzo(a)pyrene). Also,
residual organic fluids which can mobilize PNAs are not found outside the potential soil
source areas indicating that this will not be a factor in PNA transport.
We plan to incorporate the results of this report into soil OUFS Chapters 4 and 5, which
are being revised, and would appreciate your comments on this report. Other comments
presented to PG&E by DTSC and the RWQCB in their December 26, 1995 letter, will be
addressed in revised soil OUFS Chapters 4 and 5 (scheduled to be submitted to DTSC and
the RWQCB on April 24, 1996) or in the final soil OUFS (scheduled to be submitted to
DTSC and the RWQCB in June, 1996).
The attached project schedule supersedes the schedule submitted to you on September 15,
1995. The schedule has been revised to include the evaluation described in the attached
report and a treatability study being done on the remedial option proposed in the draft soil
OUFS (in-situ soil stabilization). The start date for Phase IV work(installation of new
groundwater monitoring wells) has been extended to allow time to obtain permission from
the City of Stockton to drill monitoring wells on City streets.
I will call Fernando Amador (DTSC) and Phillip Isorena(RWQCB)to schedule a
conference call during the week of March 25, 1996 to discuss the attached report.
Please call me at (415) 973-6254 if you have any questions or comments on the
attachments or if you require additional information.
Sincerely,
Patricia Sullivan
Stockton Manufactured Gas Plant Site Project Manager
