Liquid was observed in the 87-product siphon fill sump. If water could enter into the secondary containment by precipitation or infiltration, it must be removed and disposed of properly. The service technician removed approximately two cups of liquid from the 87-product siphon fill sump. Ensure that all sumps and annular spaces are maintained free of liquid. This was corrected on site. This is a minor violation. 320 CCR 2635(b)(2) Overfill prevention system not present or failed to meet overfill requirements. The annunciator used as part of the overfill prevention system is not currently functional on the underground storage tank system. The service technician stated that the output relay setup was not set to"all tank".The service technician programed the Veeder Root panel to"all tank" and retested during the inspection and the annunciator is now functional.
