Kirk Larson, PG, and Robert Trommer, CHG <br /> State Water Resources Control Board <br /> Division of Financial Assistance <br /> 1001 1 Street <br /> Sacramento CA 95814 <br /> Subject: 1201 Center Street S., Stockton, CA <br /> 2011 Annual 5-Year Review Update Response CUF Claim No 12186 <br /> San Joaquin County Environmental Health Department (EHD) has received and reviewed the <br /> fourth annual five-year review update letter dated 07 November 2011 from Kirk Larson of the <br /> State Water Resources Control Board (SWRCB) Cleanup Fund (CUF) for above-referenced <br /> site. the CUF recommends that the EHD direct the responsible party (RP) to assess remedial <br /> technologies and implement active remediation without delay. <br /> The EHD concurs with the CUF that another remedial technology should be implemented at the <br /> site. The soil vapor extraction system operation has lost effectiveness due to low vapor <br /> recovery, possibly associated with elevated groundwater level. The EHD has been discussing <br /> implementation of dual phase extraction (DPE) on the site with the RP's consultant. At this time <br /> it is tentatively planned to suspend the $VE operation and minimize monitoring to focus on <br /> installing the infrastructure of the DPE system. The consultant plans to purchase the extraction <br /> unit and initiate its operation with next year's CUF reimbursement allocation.
