Infurna Jr., Senior REHS <br /> San Joaquin County Environmental Health Department <br /> 304 East Weber Avenue, Third Floor <br /> Stockton, CA 95202-2708 <br /> Clarification of Proposed Soil Vapor Investigation <br /> Former Kilpatrick's Bakery, 1717 South Center Street, Stockton, California <br /> Dear Mr. Infuma: <br /> On behalf of Sara Lee and PSC Environmental Services, I am submitting this letter pertaining to <br /> the proposed subsurface investigation for the former Kilpatrick's Bakery site located at 1717 <br /> South Center Street in Stockton, California (Figures 1 and 2). The purpose of this letter is to <br /> clarify the scope of soil vapor sampling presented in our Revised Work Plan for Post- <br /> Remediation Subsurface Investigation (the "Work Plan"), dated September 27, 2006, and as <br /> discussed with you by telephone today. <br /> ETIC proposes to collect all soil vapor samples (SVI-A, SVl-B, SV2, SV3, and SV4), using the <br /> direct-push method. There will be no permanent installation of vapor monitoring points or <br /> traffic-boxes, as had been described in the Work Plan. After the soil vapor samples have been <br /> collected, all sampling equipment will be removed from each boring and the boreholes will be <br /> filled and sealed with neat cement in accordance with federal, state, and local requirements. <br /> Stan Melcher at the Stockton Public Works Department has indicated that the inside (western) <br /> edge of the sidewalk is the boundary of the City right-of-way and that the area between the <br /> inside edge of the sidewalk and the site building is private property. The proposed vapor <br /> sampling locations (SV1 through SV4) are shown on Figure 3. Some of the soil vapor sampling <br /> locations are situated within the right-of-way and some are near the building, on private property. <br /> We have obtained encroachment permit number 70035 with control number SSI1090B from the <br /> City of Stockton Public Works Department for drilling the temporary borings on the right-of- <br /> way. Ismael Rivera is the current owner of the site. On November 7, 2006, I informed Mr. <br /> Rivera of the planned activities on and adjacent to his site and obtained his verbal consent to <br /> proceed with the work. <br /> TEG is the C57-licensed contractor that will be performing the soil vapor investigation. We <br /> have submitted two drilling permits and two permit fees for the soil vapor investigation.
