Center St. <br /> Stockton, CA., 95206 <br /> San Joaquin County Public Health Services, Environmental Health Division <br /> (PHS-EHD) has reviewed the June 2, 1998 Philip Environmental report, <br /> "Preliminary Subsurface Site Investigation Results and Product Piping <br /> Abandonment Completion" received on June 9, 1998 and has the following <br /> comments. <br /> With the completion of the piping destruction on May 16, 1998, activities required <br /> for the proper closure/removal of the underground storage tank are now <br /> complete. Thank you for your attention to these final details. <br /> Laboratory results have indicated that the groundwater beneath the site has <br /> been impacted by petroleum hydrocarbons. PHS-EHD will require further <br /> investigation to determine the lateral and vertical extent of the soil and <br /> groundwater contamination. <br /> Adequate numbers of soil samples should be collected and analyzed for TPH-G <br /> and BTEX so that an evaluation of the extent, the average concentration, and <br /> the risk the contaminated soil mass poses to the groundwater beneath the site <br /> can be conducted. <br /> A workplan that proposes the installation of at least three (3) monitoring <br /> wells should be submitted by August 19, 1998. <br /> As this site progresses towards possible eligibility from the California State Water <br /> Resource Control Board (SWRCB), Clean Up Fund (CUF), it is imperative that <br /> the responsible parties are clearly identified. Eligibility to receive reimbursement <br /> is dependent upon UST owner/operator(s) and landowner identification at the <br /> time an unauthorized release was documented. Dates that the UST was last <br /> used to hold fuel, monitored, or emptied are very important in determining who is <br /> responsible for the contamination or who is eligible to receive reimbursement. <br /> A Division of San Joaquin County Health Care Services <br />
