Mr. Matt Gabris 1144 Page 2 of 2
Earth Grain/former Kilpatrick Bakery
1717 S. Center Street, Stockton, California
The revised report should also address the following items discussed by telephone
between the EHD and PSC personnel on April 29, 2010:
1. An evaluation of the contaminant plume characteristics, i.e. mass, distribution,
etc, and an interpretation of whether or not contaminants encountered in MW-5A
are related to your unauthorized UST system release;
2. The implications of that interpretation regarding plume extent, mass, and its
associated human health risk and threat to groundwater;
3. A comparison of pre-remediation and post-remediation (present) contaminant
masses to demonstrate effectiveness of corrective actions to date;
4. An analysis of contaminant concentration trends, with a prediction of the time
required to achieve water quality objectives (WQOs) as established in the Basin
Plan by the Central Valley Regional Water Quality Control Board (CVRWQCB);
5. Reevaluate sufficient groundwater elevation data to demonstrate whether or not
MW-4 is a valid down-gradient well;
6. Compare shallow soil analytical data to San Francisco Bay Regional Water
Quality Control Board (SFBRWQCB), Environmental Screening Levels (ESL);
and
7. Demonstrate whether or not the deep CPT-3 grab groundwater data is likely to
be related to the unauthorized release from your former UST system.
If you determine that there is not sufficient data to address these issues, please provide
a work plan to the EHD to acquire the needed information by June 15, 2010.
You may contact Michael Infurna at (209) 468-3454 if you have any questions and to
schedule the next ground water monitoring and sampling event.
jtc e'e
Michael J.
