GAP 6PI I[v
1.0 INTRODUCTION ^'
On behalf of PSC Environmental Services (PSC), ETIC Engineering, Inc. (ETIC)has prepared
this Site Conceptual Model and Revised Remedial Investigation Work Plan (Work Plan) for the
former Kilpatrick's Bakeries, Inc. (Kilpatrick's) bakery products distribution depot located at
1717 South Center Street in Stockton, California(the Site). This Work Plan has been prepared
in response to a written request from San Joaquin County Environmental Health Department
(SJCEHD) dated August 1, 2007 (SJCEHD, 2007). A copy of the August 1, 2007 letter is
included in Appendix A.
On November 28, 2006, Mr. Michael J. Infuma, Jr. visited the Site during drilling for the Post-
Remediation Subsurface Investigation. Based upon field observations of petroleum-
hydrocarbon-impacted soil obtained during drilling, Mr. Infuma inquired about a plan for
future corrective action at the Site. This work plan has been prepared to address that inquiry,
the August 1, 2007 letter, and follows standard procedures for investigation and remediation, as
required by SJCEHD and the Central Valley Regional Water Quality Control Board
(CVRWQCB).
The objectives of this document are to present historical data in the form of a Site Conceptual
Model (SCM) and a work plan to address data gaps identified in the SCM. The SCM will
describe the chemicals-of-concem, affected media, source, transport mechanisms, and potential
exposure pathways. The proposed scope of work will address data gaps identified in the SCM.
The scope of work proposed in this document will further assess the extent of residual
petroleum-hydrocarbon impacts, north and northwest of the former gasoline underground
storage tank(UST)excavation. The following activities will be performed:
• Drill three direct-push soil borings (C6 through C8) for the collection and laboratory
analysis of soil and groundwater samples.
After evaluating the analytical data from the direct-push investigation, ETIC will provide the
data to SJCEHD in a brief letter report and recommend specific locations for groundwater
monitoring wells. Based on approval from SJCEHD, the following activities will be
performed:
• Install one 2-inch diameter groundwater monitoring well (MW-2A) near the former
UST excavation and well MW-2, which will be screened across the saturated sand
encountered at approximately 47 feet below ground surface (BGS) to assess
groundwater quality at that depth;
• Install one 2-inch diameter groundwater monitoring well (MW-5) north-northwest of
the former UST excavation(depending on the results of the direct-push investigation)to
further delineate the lateral extent of petroleum hydrocarbons in groundwater at the
Site;
SL-Cenw-SCM and Rm R1 WP 2007.09 1
