to be present beneath Center Street as the flow of groundwater is towards the east, <br /> and may also occur hydraulically upgradient from MW-2 beneath the Site <br /> building Past experience indicates, however, that it is unlikely that the City of <br /> Stockton would allow probeholes to be driven within the flow of traffic within <br /> Center Street as would be required for a thorough introduction of oxygen <br /> releasing compounds <br /> Philip has already constructed an air sparging well and soil vapor extraction well <br /> in close proximity to MW-2 Philip's experience at another site in Stockton,with <br /> similar stratigraphic conditions, indicates that the radius of influence of air <br /> sparging and soil venting could be up to 75 feet and 125 feet, respectively These <br /> radii of influence from SP-1 and VW-1 could potentially cover the entire plume <br /> of petroleum impact <br /> 2.3 Costs <br /> Anticipated costs for oxygen releasing compound infection includes the well <br /> driller, material costs and permitting It is assumed that at least three <br /> applications of oxygen releasing compounds would be required to be <br /> thoroughly effective, so associated costs would necessarily be tripled Philip's <br /> estimate of three applications of oxygen releasing compounds would be <br /> approximately $200,000 <br /> Anticipated costs for air sparging and soil venting would include a pilot test, <br /> equipment, materials, permitting and full-scale system construction and <br /> operation Philip assumes a period of two years of operation to achieve <br /> desired cleanup objectives Philip's estimate of these costs would be <br /> approximately $125,000 An itemized estimate of costs would be submitted <br /> for pre-approval to the California UST Fund should this approach prove <br /> effective <br /> 2.4 Remedial Options <br /> Philip considered various factors comparing oxygen releasing compounds and <br /> air sparging/soil venting remedial altematives at this Site Based on these <br /> factors, Philip suggests that air sparging and soil venting would be the most <br /> effective remedial technology Should this procedure be selected for <br /> implementation, Philip suggests that a pilot test be performed to confirm that <br /> air sparging and soil venting would be effective in achieving desired cleanup <br /> objectives at this Site Procedures for a pilot test are contained in the <br /> following section <br /> 9 <br /> Pilot Testing Work Plan <br /> 1717 South Center Street-Stockton California <br /> Prepared by Philip Services Corp <br /> H\ENV\62400132\i213g2EG\Pmje=\SwckCm%Vilott stpim do July 23,2002 <br />
