A Phase 1 Environmental Site Assessment <br /> was received and reviewed by PHS/EHD on 4/19/94 . A subsurface <br /> investigation was conducted on 3/4/94 consisting of soil and <br /> groundwater sampling by hand augering. Soil and groundwater <br /> results indicate significant levels of soil and groundwater <br /> contamination. Site history reveals that a Union 76 Service <br /> Station was formerly in use until approximately 1962 on this <br /> property. Unocal has been listed as a Responsible Party, along <br /> with Wells Fargo Bank. Your site has been prioritized and placed <br /> into the Local Oversight Program for the oversight of assessment <br /> and clean up activities. <br /> The attached "Notice of Reimbursement" is official notification <br /> that PHS/EHD' s Underground Storage Tank Local Oversight Program has <br /> identified you as a responsible party for the above mentioned site. <br /> Fees for review activities and inspections associated with <br /> contaminated site assessment activities will not be billed by this <br /> office. The SWRCB will invoice you directly for - activities <br /> performed under the auspices of the Local Oversight Program. The <br /> goal of the site evaluation performed by PHS/EHD is to certify <br /> closures of underground tank leakage sites. Closure certification <br /> occurs only after mitigation activities are completed. <br /> In addition, The "Regional Board Staff Recommendations For Initial <br /> Evaluation and Investigation of Underground Tanks" and "Appendix A" <br /> reporting format and the LUFT Manual shall be Utilized as guidance <br /> documents in the preparation of work plans and/or reports. <br /> A work plan to initiate soil and groundwater investigation should <br /> be submitted within 90 days of the date of this letter.
