1.0 INTRODUCTION <br /> This report,prepared by Enviros, Inc. (Enviros),presets the finding of a Phase I <br /> Environmental Site Assessment(ESA)performed for the property located at 1034 Central <br /> Avenue,Tracy,California. Unocal Corporation(Unocal)retained Enviros to perform an <br /> ESA on the subject property to evaluate historical land use at and in the vicinity of the <br /> subject property. <br /> In accordance with the agreed upon scope of work presented in the Enviros proposal dated <br /> September 9, 1994,we have performed the following environmental services: <br /> • Performed an on-site survey of the subject property, <br /> • Performed an off-site reconnaissance in the near vicinity of the subject property(not <br /> greater than 112-mile radius from the property boundaries), <br /> • Performed a literature and records search with regards to the subject property and off- <br /> site properties, <br /> • Reviewed and evaluated accumulated data, and <br /> • Prepared a written report presenting findings, conclusions,and recommendations. <br /> 2.0 SITE DESCRIPTION <br /> The subject property is located on the southeast corner of Central Avenue and East i 1th <br /> Street in Tracy,California(Photo No. 1). The current address of the subject property is <br /> 1034 Central Avenue and is occupied by a parking lot and commercial building(former <br /> Well Fargo Bank). Several banks have occupied the building in the southern portion of the <br /> subject property from approximately the 1950's to 1993. Unocal occupied the northern <br /> portion of the subject property from 1921 to 1965, and the address was 8 East 1 lth Street. <br /> Properties in the vicinity of the site are of multiple use including commercial and <br /> residential.The subject property is bounded by East 11th Street to the north,commercial <br /> buildings to the south and east, and Central Avenue to the west. <br /> 3.0 GEOLOGY AND HYDROGEOLOGY <br /> The City of Tracy is situated in the western portion of the San Joaquin Valley <br /> approximately 10 miles east of the Diablo Range.In to Tracy area,the Sierran block <br /> underlies the valley sediments.The Miocene and Pliocene sediments rest on the marine <br /> upper Cretaceous Panoche Formation which is several thousand feet in thickness.The <br /> upper layer consists of siltstones and soft claystones.The lower layer consists of andesitic <br /> sands, cobble to pebble conglomerates. <br /> Groundwater used for agriculture,industry, and drinking water occurs below the Corcoran <br /> Clay layer.Groundwater quality above the Corcoran Clay varies and may contain high <br /> concentration of minerals.In the immediate area,depth to first groundwater occurs at <br /> approximately 8 feet below grade surface, and regional groundwater flows north to <br /> northwest direction. <br /> E4194150.01 <br />
