ENGEOTECHNICALGEO
ENVIRONMENTAL
WATER RESOURCES
EXpBCP Excellence- CONSTRUCTION SERVICES
Project No.
12066.000.000
May 7, 2015
Ms. Adrienne Ellsaesser
Sam Joaquin County ,
Environmental Health Department
1868, Hazleton Avenue
Stockton, CA 95205 "
Subject: PCCP Mountain House Property
Mountain House, California
ENVIRONMENTAL ASSESSMENT WORKPLAN
Dear Ms. Ellsaesser:
On behalf of our client, Solar Finance Inc., ENGEO is pleased to submit this phase II
environmental site assessment workplan for the above-referenced site (Property), located in
Mountain House, San Joaquin County, California(Figure 1).
If there are any comments or questions with this workplan, please do not hesitate to contact us
and we will be glad to discuss.
BACKGROUND
Previous environmental investigation has identified subsurface impact resulting from a release of
a Chevron petroleum pipeline. The work performed to date has identified the presence of soil
impact but has not assessed the vertical limits of impact that remain in place. Additionally,
limited soil gas assessment has not adequately determined if contamination present within soil
gas could pose a risk to future land users at the Property.
Soil Assessment
Contaminants of potential concern (COPCs), including petroleum hydrocarbons and volatile
organic compounds (VOCs) associated with petroleum hydrocarbons, have been detected at the
Property during previous explorations. To further define the lateral and vertical extent of soil
impact, and to confirm that the soil impact is situated at a location (laterally and/or vertically),
such that no or limited soil remediation measures would be necessary to facilitate residential
development of the Property. Soil borings will be advanced at four locations north of the pipeline
right-of-way to facilitate soil sampling, as depicted in the attached figure.
Prior to drilling, an ENGEO representative will contact the USA North Service Alert to be
notified of the location of underground utilities at the site. We will retain a C-57 licensed drilling
2010 Crow Canyon Place,Suite 250•San Ramon,CA 94583•(925)866-9000•Fax(888)279.2698
www.engeo.com
