Vicki McCartney [EH]
From: Bill Cook [bcook@condorearth.com]
Sent: Wednesday, October 20, 2010 8:55 AM
To: Vicki McCartney [EH]
Subject: Channel Street USTCF status
Attachments: pa_status.pdf
The UST Cleanup Fund has instituted new payment procedures. I would appreciate your input and advice. The
USTCF now wants each project to be placed into categories with associated annual funding limits. Channel Street
has been classified under the Soil and Groundwater Investigation phase. The next available phase is Remedy
Selection and Interim Remediation. Channel Street is transitional.
I know that you have only had the Well Installation Report and Second Quarter Monitoring Report for a couple of
days. But the USTCF wants us to make any needed changes by October 30. The Remediation Feasibility Report
would be the next logical step for the project. However, that might not be eligible for reimbursement if the project
remains in investigation status. And the status would remain in effect until the end of the next fiscal year. I believe
that would be June 2012.
My opinion is that we should change the status from soil and groundwater investigation to remedy
selection/interim remediation, but I wanted to ask you first. Do you or Nuel think we should do any more
investigation at the site? Or more specifically, do either of you believe that we need to install the additional three
wells on the corner of Grant and Channel before we move forward? I've attached the notice from the USTCF
above for you to refer to.
Bill A. Cook III, P. G., C. E.
