Raymond Investment Corporation Page 2
730 Channel Street December 9, 2011
Stockton, California 95202
Although a significant amount of sorbed TPH-G and TPH D remains at your site, only
groundwater collected from monitoring wells MW-4 and MW-5 appears to be impacted. The
petroleum-hydrocarbon impacted groundwater is delineated laterally by monitoring wells MW-1,
MW-2, MW-3R, MW-6 and MW-7, and vertically by MW-4D. Also, concentrations of
contaminants of concern appear to be stable or declining in groundwater collected from MW-4
and MW-5. As the CUF will only reimburse for closure-related expenses once the five-year
review unit recommends site closure consideration, the EHD is considering closure of your site.
To this end, the EHD directs that a site closure report be submitted to this department that:
• Provides an estimate when groundwater will return to water quality goals;
• Includes Table 1 - Checklist of Required Data for No Further Action Requests at
Underground Tank Sites (Appendix A — Reports, Tri-regional Board Staff
Recommendations for Preliminary Investigation and Evaluation of Underground Tank
Sites, dated 16 April 2004, published by the California Environmental Protection Agency
Regional Water Quality Control Board Central Valley Region; and
• Addresses the human health risk and hazard posed by the soil gas results reported for
TPH-D detected in soil gas samples SV40, SV4D-duplicate.
The EHD directs that all monitoring and sampling at this site be suspended while the site is
being considered for closure. If you have any questions regarding this letter, please contact
Vicki McCartney at (209) 468-9852, or by email at vrnccartney@sjcehd.com.
Sincerely,
Victoria L.
