Channel Street <br /> Stockton, California <br /> May 24,2006 <br /> Condor Project No.38491 <br /> L. <br /> 1.0 INTRODUCTION <br /> This is a work plan for conducting a Soil Gas Investigation at the former Stockton Metropolitan Area <br /> LN Regional Transit facility (Site) located at 730 E. Channel Street in Stockton, California (Figures 1 and 2, <br /> Appendix A). Condor Earth Technologies, .Inc. (Condor) prepared this work plan at the request of Ms. <br /> Beverly Garcia of Raymond Investment Corporation (property owner), pursuant to a directive from the <br /> +� San Joaquin County Environmental Health Department (SJCEHD). <br /> The objective of the work described in this work plan is to evaluate potential contaminant exposure <br /> �. levels associated with soil gas from a former underground storage tank(UST) at the Site. This work plan <br /> was developed using information contained in the California Environmental Protection Agency <br /> Department of Toxic Substances Control (DTSC) and the California Regional Water Quality Control <br /> Board, Los Angeles Region (LARWQCB) Advisory - Active Soil Gas Investigations Advisory, dated <br /> January 28, 2003 (Advisory). This work plan includes Site background information, health and safety <br /> requirements, and descriptions of the proposed fieldwork, laboratory analyses, and human health <br /> screening evaluation methods. <br /> 2.0 SITE DESCRIPTION <br /> r... The Site is owned by Raymond Investment Corporation and is located in downtown Stockton, California <br /> at 730 E. Channel Street and adjacent to Grant Street and Weber Avenue (Figures 1 and 2, Appendix A). <br /> The Site was used as a local public passenger bus maintenance facility and administrative office with <br /> r. rooms located in the basement (Figure 3, Appendix A). The basement was formerly designated as a <br /> nuclear fallout shelter. <br /> There are currently surrounding streets and commercial properties located on the north, south, east, and <br /> west Site boundaries. An overhead utility pole bearing electrical and cable lines is located along the <br /> western Site boundary. <br /> .2.1 . SITE BACKGROUND <br /> On April 29, 2003, Oil Equipment Services removed one underground storage tank (UST) and associated <br /> piping at the Site. Soil staining and petroleum odors were noted in the excavation and excavated soil. <br /> Following removal of the UST, piping, dispenser, and filter area, soil samples were collected from <br /> locations as directed by the SJCEHD. r <br /> Lr <br /> Laboratory analytical results indicated that total petroleum hydrocarbons quantified as gasoline(TPH-G), <br /> total extractable petroleum hydrocarbons quantified as motor oil •(TEPH-MO), and total extractable <br /> La petroleum hydrocarbons quantified as diesel (TEPH-D) were detected at concentrations of 75 milligrams <br /> per kilogram (mg/kg), 18,000 mg/kg, and 2,400 mg/kg, respectively, in the soil sample collected from <br /> beneath the south end of the UST excavation at a depth of eight feet below ground surface (bgs).
