Channel Street
Stockton, CA
This letter is in response to a request from M.J. Kloberdanz & Associates to
clarify that the investigative and remedial work conducted due to
contamination from an underground storage tank (UST) at the above referenced
site was directed by San Joaquin County Public Health Services, Environmental
Health Division (PHS/EHD) .
In April 1994 shallow soil borings were performed and soil samples were
collected at the site without the proper permits from PHS/EHD. Therefore,
that work was obviously not directed by PHS/EHD. Although PHS/EHD did not
recognize the soil sample results, contamination was evidenced and you
completed an unauthorized release report.
Based on the unauthorized release report, PHS/EHD verbally informed your
contact person that the contamination should be investigated and remedial
options evaluated. The investigation was performed by Geological Audit
Services, Inc. on July 11, 1994. Based on the information obtained at that
time the decision to overexcavate the contaminated soil immediately after the
UST was removed was made.
PHS/EHD approved the remediation plan and excavation of the contaminated soil
was performed on February 3 and February 27, 1995. The site was issued a
closure letter on June 13, 1995.
If I can be of further assistance or you have any questions contact me at
(209) 468-3449.
Donna Heran, REHS, Director
Environmental Health Division
Margaret agorio, Lead Senior REHS
Site Mitigation Unit
c: SWRCB Cleanup Fund Program
C: M.J.
