The SPCC plan calls for wheel chocks to be used at the loading rack area . Wheel chocks are currently not being used . The SPCC plan calls for " Report Spills Immediately " signs with VPPS contact information to be located in the dispenser area , " Report Spills Immediately" signs were not observed . The owner or operator or an onshore or offshore facility subject to this section must prepare in writing and implement a Spill Prevention Control and Countermeasure Plan ( hereafter "SPCC Plan" or " Plan"Y ' in accordance with § 112 . 7 and any other applicable section of this part . Implement the plan as written or amend the SPCC plan to reflect actual procedures and practices at the facility . This is a minor violation . 618 CFR 112 . 7 ( e) , 112 . 8 ( c) (6 ) Failed to keep records of procedures , inspections , or integrity tests for three years . The SPCC plan calls for annual inspections per STI SP001 standards to be conducted . Annual inspection records of the tanks , performed by facility personnel , were not at the site . Inspections and testing shall be conducted on all aboveground liquid petroleum containers larger than 55 gallons , including all 55 gallon drums of oil . Records of these inspections and tests shall be signed by the appropriate supervisor or inspector and kept on site with the Spill Prevention , Control , and Countermeasure (SPCC) Plan for a period of three years . Immediately begin necessary testing and inspections for all Aboveground Petroleum Storage Act regulated containers and maintain on site with the SPCC Plan . This is a Class II violation . 626 CFR 112 . 7 ( h ) ( 1 ) Loading /unloading rack containment system not adequate to contain spill . The SPCC plan states that the secondary containment for the loading rack is not capable of holding at least the maximum capacity of the the largest single compartment of a truck loaded at the rack . The SPCC plan was certified by the engineer in 2016 . A new containment system was built in 2018 . A facility must provide sufficient secondary containment capable of holding at least the maximum capacity of any single compartment of a tank car or truck loaded or unloaded at the facility . Immediately begin implementing the necessary procedures , as described in the Spill Prevention , Control , and Countermeasure Plan , to provide sufficient secondary containment in all tank car and tank truck loading and unloading areas . Note : A new SPCC plan is being certified by a Professional Engineer and addresses the new containment area , per facility . This is a repeat violation , Class ll .
