The Tanner <br /> legislation, which initiated County Hazardous Waste Management Plans, required that all <br /> counties maintain a plan for handling the hazardous wastes within their counties Due to <br /> this legislation and in the interest of the c.tizenry of California, there has been a marked <br /> leaning towards on-site cleanup of contaminated soils within the state, as opposed to the <br /> alternative method of excavating and transporting the material off-site to suitable disposal <br /> sites The cost of excavation, transportation and disposal of hydrocarbon-contaminated <br /> soils to final disposition has become somewhat prohibitive in many cases; hence, more cost <br /> effective, albeit possibly less sophisticated, methods are being developed and utilized to <br /> remediate contaminated soils, especially those soils contaminated by simple hydrocarbons. <br /> � This paper discusses the impleirientation of an on-site bioremediation protect perform4d <br /> on soils saturated with spilled diesel fuel. <br /> Background <br /> The site in question was a former clay tile manufacturing facility which utilized diesel fuel -for firing the ovens and kilns For some thirty years the aboveground diesel tank had a <br /> slow leak For thirty years diesel fuel ran down the side of the footing,,, soaked into the <br /> ground, and seeped beneath the footprint of the building The problem of the <br /> contaminated soil was partially addressed Frior to the involvement of SCS Engineers (SCS) <br /> by the excavation and treatment of the contaminated soil outside the footprint of the <br /> building The building was eventually demolished, thereby facilitating the determination <br /> of the extent of contaminated soil beneath the building and the treatment of the <br /> contamination thus defined SCS Engineers was selected by the client to characterize the <br /> contaminant(s) and its (their) extent, develop alternative remediation plans, implement and <br /> complete the chosen remediation plan, and procure the closure of the site by the various <br /> responsible regulatory bodies to allow future productive use of the parcel <br /> Several regulatory agencies had oversight of this particular site The Bay Area Air Quality <br /> Management District (BAAQ1%4D) was contacted By definition, the contaminated material <br /> was defined as non-,olatile, and no permi %as required by the BAAQ\ID The <br />
