n the introduction of cultured microorganisms. Treatment with manure <br /> provides a practical, economical, and environmentally safe <br /> alternative to disposing of contaminated soil in hazardous-waste <br /> landfills. The proposed procedure is as follows: <br /> T 15) Prior to initiation of the remediation program, collect <br /> representative soil samples from the stockpiled soil and <br /> analyze by acite toxicity test to determine whether the <br /> material must be classified as hazardous. Four soil samples <br /> will be taken from portions of the stock pile where <br /> hydrocarbon odors and/or visible contamination are evident. <br /> 16) Analyze the samples for TPH in accordance with DHS method for <br /> diesel and for acute aquatic 96-hour LC50 test as specified in <br /> Title 22, Article 11, Paragraph 66696. <br /> 17) Inform the SJEHD of the test results. If test results indicate <br /> that the soil is non-hazardous, seek permission from SJEHD to <br /> commence treatment. If test results indicate that the soil is <br /> hazardous, apply for variance permit from DHS to commence <br /> treatment. <br /> 18) Remove plastic sheeting and rototill sterilized steer manure <br /> into the soil at a ratio of five parts soil to one part <br /> manure. Add water to dampen soil and re-cover. <br /> 19) At two-week intervals, uncover soil and retreat. Add water and <br /> additional manure and rototill into soil to insure continued <br /> bacterial action. Previous experience indicates that a <br /> soil/manure ratio of ten to one is generally adequate for <br /> retreatment. Continue the retreatment process for a period of <br /> approximately 90 days. <br /> 20) After 90 days, re-sample stockpiled soil to insure that <br /> mitigation has been completed. Take samples from each soil <br /> windrow in a five-spot matrix and composite. <br /> 21) Preserve soil samples in a glass )ar without headspace prior <br /> to sealing with a teflon-lined threaded cap. <br /> 22) Label and log soil samples on a chain of custody form. <br /> 23) Relinquish the samples to a stats-certified laboratory for <br /> analysis to confirm the successful removal of contamination. <br /> 24) Analyze soil samples for total recoverable petroleum <br /> hydrocarbons (TRPH) in accordance with DHS method for diesel <br /> fuel and for purgeable aromatic hydrocarbons (BTE&X) in <br /> accordance with EPA method 8020. <br /> ` 25) Submit a report, detailing the results of the work and signed <br /> by a California Registered Geologist, to the SJEHD. <br /> 4 <br />
