PHS/EHD has the following comments for your consideration. <br /> Three monitoring wells, MW1 - MW3,were installed in March 1993 to further investigate the extent of soil <br /> and/or groundwater contamination. Petroleum hydrocarbon contaminants were detected in both soil and <br /> groundwater samples collected from MW2. The report included the recommendation to continue quarterly <br /> groundwater monitoring of the existing wells. PHS/EHD concurs with this recommendation, please initiate <br /> quarterly sampling of the monitoring wells. The next quarterly monitoring event should be scheduled by June <br /> 17, 1993. <br /> The results of the previous investigation (October 1992) indicate that soil contamination extends to 50 feet <br /> below ground surface. Furthermore, the results of the most recent investigation (March 1993) indicate that <br /> groundwater contamination has occurred. The report included recommendations to begin interim soil <br /> remediation and to continue the groundwater investigation. PHS/EHD concurs with the recommendations <br /> to excavate contaminated soil to 35 feet and to install an additional monitoring well downgradient of MW2. <br /> Since the work plan will include over-excavation, please submit three work plans and executive summaries <br /> along with the next quarterly report due July 15, 1993. PHS/EHD will then initiate public participation. <br /> Negotiations should be initiated with the City of Stockton to obtain a grading permit for the over-excavation <br /> and an encroachment permit for the proposed monitoring well to be located in the City of Stockton's right-of- <br /> way. Once the City of Stockton has issued these permits, they should be submitted along with a PHS/EHD <br /> permit application and 589.00 fee.
