a <br /> SOIL REMEDIATION PLAN/ <br /> SITE ASSESSMENT WORKPLAN <br /> 1649 East Channel Street <br /> Stockton, California <br /> SITE DESCRIPTION <br /> The site is located in a flat light industrial/commercial area of <br /> central Stockton (Figure 1 -- Location Map, 7 .5 Minute Stockton West <br /> Quadrangle, USGS Topographic Map Series, 1987) . The site is <br /> currently vacant. <br /> The site is underlain by unconsolidated Quaternary alluvial <br /> sediment. The upper twenty feet consists of clayey sands to silty <br /> sands. Groundwater is estimated at 45-55 feet below surface grade <br /> (San Joaquin County Department of Public works, Flood Control <br /> Section, 1990) . <br /> PREVIOUS WORK <br /> It .is our understanding that one 8, 000 gallon diesel tank and one <br /> 10, 000 gallon diesel tank were removed from the site on 7 October <br /> 1988 . Soil contamination was encountered during the tank removal. <br /> The contaminated soil was excavated from the former tank cavity and <br /> stockpiled on-site . These stockpiles have remained on-site since <br /> the time that the tanks were removed. <br /> On 12 July 1992 , a 1 , 000 gallon gasoline tank was removed from the <br /> site. According to a letter from the SJ PHS/EHD, soil samples <br /> collected from beneath the tank showed detectable levels of total <br /> petroleum hydrocarbons (TP13 as gasoline at 6 , 100 ppm) and purgeable <br /> aromatics (benzene at 11. 5 ppm; toluene at 430 ppm; ethylbenzene at <br /> 380 ppm; and xylene at 1, 870 ppm) . <br /> SOIL REMEDIATION PLAN <br /> Approximately 1, 200 cubic yards of contaminated soil is stockpiled <br /> on the property. This soil will be analyzed, transported and <br /> disposed of at a properly licensed landfall facility. Mr. Ron <br /> Rinehart of Rino Environmental will supervise the loading and <br /> transportation of the contaminated soil. <br /> Approximately 24 soil samples (1 sample per 50 cubic yards of soil) <br /> wzll be collected from the stockpiled soil. Samples will be <br /> composited at 2 : 1 and/or 4 : 1 ratios. The composated samples will be <br /> analyzed for TPH as diesel and BTE&X. Selected samples will be <br /> analyzed for RCI (reactivity, corrosivity and ignitability) , <br /> volatile organics (EPA 8240) , semi-volatile organics (EPA 8270) and <br /> BTE&X using the toxicity characteristic leaching procedure (TCLP <br /> BTE&X) . <br />
