Stantec
Site History and Previous Investigations
Stockton Charter Way Commingled Plume No. CP0057
November 15, 2011
Former ARCO Service Station No. 2166
In March 1991, IT Corporation of Cameron Park, California performed a well survey and found
one municipal well 1,800 ft north of the property.
In July 1991, RESNA Industries of Rancho Cordova, California (RESNA) advanced four soil
borings (B-1 through B-4) on the property during preliminary tank replacement investigation
activities. Total petroleum hydrocarbons as gasoline (TPHg) and benzene were detected in soil
samples collected during the soil boring activities at concentrations up to 40 and 0.15 milligrams
per kilogram (mg/kg), respectively.
In April and May 1992, RESNA contracted Westex Drilling of West Sacramento, California
(Westex) to advanced eight soil borings (B-5 through B-12). Groundwater monitoring wells
were installed in three of the soil borings (B-5/MW-1, B-6/MW-2, and B-8/MW-3). Vapor
extraction wells were installed in three of the soil borings (B-9/VW-1, B-10/VW-2, and
B-11/VW-3). During the clearance activities, a product line was accidently fractured, resulting in
the release of approximately two to five gallons of product into the adjacent soils. RESNA
collected two product line soil samples (S-1-PL1 and S-5-PL2) to evaluate the effects of the
release. TPHg and benzene were detected in soil samples collected during the installation
activities at concentrations up to 4,100 and 3.2 mg/kg, respectively. These activities are
summarized in the RESNA Status Report Environmental Investigation and Ground-water
Monitoring Second Quarter 1992 and Addendum to Work Plan dated August 11, 1992.
In January 1993, RESNA contracted Jcon Exploration of Yuba City, California to advance seven
soil borings (B-13 through B-19). Groundwater monitoring wells were installed in two of the soil
borings (B-14/MW-4 and B-16/MW-5). Vapor extraction wells were installed in four of the soil
borings (B-13/VW-4, B-17/VW-5, B-18/VW-6, and B-19/VW-7). TPHg and benzene were
detected in soil samples collected during the installation activities at concentrations up to 1,700
and 6.9 mg/kg, respectively. These activities are summarized in the RESNA Status Report
Environmental Investigation First Quarter 1993 and Addendum to Work Plan dated June 9,
1993.
In October 1993, RESNA contracted Westex to advance two soil borings (B-20 and
B-21) off of the property. Groundwater monitoring wells were installed in both of the soil borings
(B-20/MW-6 and B-21/MW-7). TPHg and benzene were detected in soil samples collected
during the installation activities at concentrations up to 1,300 and 1.2 mg/kg, respectively.
These activities are summarized in the RESNA Status Report: Fourth Quarter 1993 dated
February 15, 1994.
In May 1995, EMCON of Sacramento California (EMCON) contracted Woodward Drilling of Rio
Vista, California (Woodward) to advance one angle soil boring (B-13) and two vertical soil
borings, which were converted into vapor extraction wells (VW-8 and VW-9). TPHg and
benzene were detected in soil samples collected during the installation activities at
concentrations up to 130 and 0.4 mg/kg, respectively. These activities are summarized in
the RESNA Second Quarter 1995 Status Report dated August 2, 1995.
Stockton Charter Way Site History and Previous Investigations.doc 1
