Charter Way SITE CODE: 1055
Stockton, CA
San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has completed
the review of the Quarterly Status Report dated June 29, 1992 and has the following comments.
It is imperative that the quarterly status reports include information not only on activities completed
during the current repotting quarter but also on the expected activities to be completed in the next
quarter.
For example, the status in obtaining access agreements or encroachment permits for additional off site
wells should be discussed and an amended time schedule for drilling should be included if delays are
anticipated. In addition, all data and/or activities relating to the vapor wells (i.e. pilot vapor tests)
should be included in the report as well as any future anticipated activities concerning the vapor
extraction system, including the status of acquiring any needed permits from the San Joaquin Valley
Unified Air Pollution Control District.
The inclusion of the status of the current and proposed activities at the site in the report would preclude
the need for PHS/EHD to telephone the consultant every quarter for a site status update.
The data in the report indicates that the groundwater is mounding in the area around monitoring well 2.
The source of this groundwater mounding effect should be investigated (i.e. leaking water pipe) and
discussed in the next quarterly report.
For your information, the initial assessment activity at the ARCO gasoline station at 441 W. Charter Way,
across the street from this site, is complete and the report on that activity is available for public review
at our office in Stockton. You may call Nora Reid at (209) 468-0340 for information on the public
review process.
If you have any questions, please contact Linda Turkatte, REHS, of my staff at (209) 468-0339.
Jogi Khanna , M.P.H.
Health 0
ea e ulla, REHSProgram Manager
l Health Division
c: CVRWQCB-Beth Thayer
c: Groundwater Technology, Inc.-John Bower
c: Texaco Environmental Services-Dave Heinrich
A Division of fan Joaquin County H"th Care Snn+cas C
