LINCOLN STREET, STOCKTON, <br /> SAN JOAQUIN COUNTY <br /> California Regional Water Quality Control Board —Central Valley Region (Central Valley Water <br /> Board) staff reviewed the Quarterly Status Summary Report—First Quarter 2014 (Status <br /> Report), received 29 April 2014 and the Semi-Annual Monitoring Report, Fourth Quarter 2013 <br /> (Monitoring Report) received 30 January 2014 from Stantec Consulting Services Inc. (Stantec), <br /> the lead consultant for the above four commingled plume sites (CP0057). In the Report, <br /> Stantec documented the operation of the soil vapor extraction (SVE) and air- sparging (AS) <br /> treatment systems from 23 December 2013 through 25 March 2014 at the Chevron facility. <br /> After the SVE/AS remediation system, reaches asymptotic removal rates we will ask the system <br /> be shut-off and a period of post remediation monitoring be conducted to demonstrate no <br /> significant rebound at the Chevron facility. Stantec states the SVE/AS treatment system <br /> compound/module is planned to be moved across Lincoln Street to the former <br /> Columbo/Toscanna Bakery (Sara Lee) facility. <br /> In the Status Report, Stantec states the SVE operated 1,143 hours during first quarter of 2014, <br /> and removed 549.34 lbs. (83.2 gal.) of petroleum hydrocarbons from soil at an average rate of <br /> 9.4 lbs. per day. The SVE air emissions, at 97% destruction efficiency, were in compliance with <br /> the San Joaquin Valley Air Pollution Control District permit requirements. Since 7 March 2013, <br /> approximately 2,970 lbs. (450 gals.) of petroleum hydrocarbons have been removed from the <br /> Chevron facility. In the Report, Stantec states the SVE system operated continuously while the <br /> air-sparging treatment system was pulsed. Semi-annual monitoring will occur during the second <br /> quarter of 2014. <br /> Stantec proposed revisiting the site-wide groundwater data gap investigation that was <br /> postponed in 2011 until the remediation system was installed and operational. Central Valley <br /> Water Board staff believe it is time Stantec provide data gap recommendations for further <br /> investigation of this Site. <br /> Our comments on the Status and Monitoring Reports are as follows: <br /> KARL E.
