Barton, PG
California Regional Water Quality Control Board
Central Valley Region
11020 Sun Center Drive, Suite 200
Rancho Cordova, CA 95670
Subject: Former Texaco Station Site Code: 1055
440 W. Charter Way
Stockton, CA 95366
The San Joaquin County Environmental Health Department (EHD) has provided oversight of the
underground storage tank unauthorized release at the above-reference site since May 1989. The
responsible parties and consultants for several sites in the immediate area have applied to the
California State Water Resources Control (SWWRCB) Cleanup Fund (CUF) to be managed and
regulated as a single, commingled plume site, to which the CUF appears to be ready to give its
concurrence. The sites applying for commingled plume status includes the subject site of this letter,
as well as the sites at 441 E. Charter Way and 508 W. Charter Way (all currently receiving
regulatory oversight by the EHD), and the site at 1444 S. Lincoln Street (currently receiving
regulatory oversight by your agency).
To simplify regulatory oversight of the commingled plume, the EHD is transferring this case from
the EHD's Local Oversight Program to your agency so there will be only one regulatory agency
providing oversight of the investigation and remediation of the commingled plume for these sites. If
you have any questions, please contact Lori Duncan, Senior REHS, at (209) 468-0337, or by e-
mail at Iduncun0sicehd.com.
Sincerely,
Nuel C.
