Box 388 <br /> Stockton, CA 95201-0388 <br /> Re: former ARCO #2168, 441 West Charter Way, Stockton, CA. <br /> Dear Mr. Roe: <br /> This letter is written to inform you of ARCO's plans for the above site. <br /> On June 25, 1998 you denied ARCO's workplan to drill and sample three <br /> confirmation soil borings on the subject property. The purpose of the <br /> investigation was to assess the remedial effectiveness of the soil vapor <br /> extraction (SVE) system which operated at the site. The SVE system was <br /> designed to address gasoline impacted soil above a depth of 25 feet below the <br /> ground surface. Analytical data from numerous borings at the site and adjacent <br /> to the site have documented that there exists a regional soil and groundwater <br /> hydrocarbon contamination problem that is areally extensive beneath and in the <br /> vicinity of the subject property, occurring at depths exceeding 25 feet below the <br /> ground surface. This regional problem has a number of responsible parties and <br /> the subject property has been shown to be impacted by many of the sites <br /> contributing to the regional problem. <br /> The SVE system has been very effective in removing gasoline compounds and <br /> benzene from the upper 25 feet of soil beneath the subject property, thereby <br /> eliminating health risks associated with volitalization of benzene from this soil <br /> interval. ARCO maintains that remediation of this soil interval beneath the <br /> subject site has been accomplished. <br /> Mr. Bill Halvorson and Mrs. Lorraine Halvorson own the subject property and are <br /> currently planning to develop the property. It may be neccessary for ARCO, <br /> depending upon the Halvorson's redevelopment plan, to abandon some of the <br /> groundwater and vapor wells located on their property and to remove or relocate <br /> the remediation compound. <br /> ARCO is willing to work with the other responsible parties to address the <br /> regional groundwater problem.
