• <br /> Section 2725 (f)(2) of the Corrective Action Requirements requires a feasibility <br /> study of at least two alternatives for restoring or protecting the beneficial uses of <br /> water. The soil vapor extraction (SVE) system which ARCO will installed will <br /> only address soil and will not address the groundwater which is already affected. <br /> The SVE system is an interim remedial action, simply to mitigate a possible <br /> nuisance condition and not a full remediation plan. ARCO will issue a revised <br /> corrective action plan for the site once an agreed upon course of action for the <br /> entire groundwater plume has been approved by the coalition of RPs. Because <br /> of the above conditions, ARCO does not believe a feasibility study is required at <br /> this time and requests that the permit to install the four vapor wells be issued <br /> soon. <br /> ARCO agrees with the County that groundwater could have been impacted by <br /> releases from the tank pit and island areas. However, sufficient soils information <br /> has previously been obtained immediately adjacent to the tank pit and island <br /> areas which has documented the existence of the "smear" zone at a depth <br /> commencing at 25 feet, therefore the four vapor wells will be drilled to a depth of <br /> 25 to 26 feet and not to the groundwater interface. Additionally, ARCO will <br /> analyze soil samples taken from wells VW-10 and VW-11 at a depth of 20 and <br /> 25 feet. The soil samples will also be analyzed for MTBE. <br /> ARCO understands that closure is not a current consideration for this site. <br /> ARCO also understands that the "smear" zone and associated groundwater <br /> plume throughout the area will need to be addressed by the coalition.
