Kyle Christie page 2
Arco#2168
Closure/site certification is not a current consideration for this site due to the high levels of Benzene still in
the groundwater and the possible transport capabilities of the contaminated soil to impact the
groundwater.
Existing high levels of groundwater contamination consistently detected in the monitoring wells exceed
levels currently accepted as "low risk". This site will need to remediate the contaminated soil or
conclusively show that it will not impact and further degrade the groundwater in the future.
PHS-EHD realizes that leasing agreements may exist for this site and that time may be a special
consideration. With co-mingled plume re-imbursement matters still unresolved, PHS-EHD recommends
that ARCO consider on-site groundwater remediative efforts and be prepared to submit these alternatives
for review.
Thank you for you continuing cooperation and diligence in investigating this site. Please submit a revised
work plan that reflects the requirements noted above. PHS-EHD will hold EMCON check#04548 and the
boring permit application until this revision is approved. Any questions you may have should be directed
to Michael Infurna at (209) 468-3454.
Donna Heran, REHS, Director
Environmental Health Division
Michael Infurna, Senior REHS MatLagoro, REHS
LOP/Site Mitigation Unit Lead Senior
MI/
c: EMCON -J.
