Box 388 <br /> Stockton, California 95201-0388 <br /> Re: Request to Use Aerated Soil as Backfill Material for Former ARCO Service Station <br /> No. 2168, Located at 441 Charter Way, Stockton, California <br /> Dear Mr. Infurna: <br /> On behalf of ARCO Products Company (ARCO), EMCON is submitting this request to <br /> use soil remediated during on-site aeration as excavation backfill material. Approximately <br /> 300 cubic yards of soil excavated from the former dispenser piping and island locations <br /> were aerated consistent with the provisions of the February 27, 1996, soil aeration permit <br /> issued by the San Joaquin Valley Unified Air Pollution Control District and EMCON's <br /> April 22, 1996, workplan addendum. <br /> The soil was aerated on site using an excavator to physically turn the soil. Aeration began <br /> on April 22, 1996, with an initial quantity of 60 cubic yards of soil. An additional 60 cubic <br /> yards of soil were added daily to the aeration pile through April 26, 1996. EMCON <br /> personnel monitored the aeration progress daily during the program using a portable <br /> photoionization detector (PID) to conduct headspace analysis. EMCON directed further <br /> aeration activities between April 29 and May 2, 1996, based on PID readings and presence <br /> of petroleum hydrocarbon odors. The aeration activities log is presented in Appendix A. <br /> Field screening activities conducted on May 5, 1996,did not detect petroleum hydrocarbon <br /> vapors, and EMCON collected confirmation soil samples at a frequency of four samples <br /> per 50 cubic yards. Samples were collected at a depth of 6 inches below the surface of the <br /> approximately 1-foot-thick aeration pile. Samples were submitted to a state-certified <br /> analytical laboratory. The laboratory composited the samples by quadrant and analyzed the <br /> samples for total petroleum hydrocarbons as gasoline (TPHG) using U.S. Environmental <br /> Protection Agency (USEPA) Method 8015, and for benzene, toluene, ethylbenzene, and <br /> total xylenes using USEPA Method 8020. <br /> SAONBPJ0005\08051460.6BS-95\pn:1 <br />
