Charter Way
Stockton CA 95202
San Joaquin County Environmental Health Department (SJC/EHD) has received a letter
by fax dated April 10, 2006, submitted on your behalf by Secor International Incorporated
(SECOR) concerning the status of the above referenced site. In this letter SECOR states
that three of the soil vapor extraction wells installed at your site have been "lost' during
construction activities at the site. SECOR further states that while URS Corporation
(URS) has made several attempts to locate these wells, and will continue to do so, in the
event they cannot be found SECOR has no plans to replace them and will simply consider
them to be "lost".
This letter is to inform you, the responsible parties to this site, that these three wells must
be found and destroyed pursuant to the San Joaquin County Well Standards if they are
not going to be utilized. SJC/EHD allowed you to proceed with construction at this site
with the agreement and understanding that all wells, both existing and newly installed,
would be protected during construction, and would be accessible from the surface for
proper destruction following remediation. This agreement still stands. You are directed to
proceed with locating these wells immediately and with ensuring their accessibility in the
future, or destroying them under permit and inspection of SJC/EHD. If the wells are not
found you will be in violation of San Joaquin Ordinance Code Section 9-1115.5.
If you have any questions please call Lori Duncan at (209) 468-0337.
Donna Heran, REHS, Director
Environmental Health Department
Lam. ► .-ta
Lori Duncan, Senior REHS Margaro, Supervising REHS
LOP/Site Mitigation Unit IV LOP/Site Mitigation Unit IV
cc: James Barton, CVRWQCB
Vernon Elarth, URS
Rusty Benkosky, SECOR
