Charter Way, Stockton <br /> SECOR Project No.: 77BP.VALEY.06 <br /> Dear Ms. Duncan: <br /> SECOR International, Inc. (SECOR) has prepared this letter on behalf of Atlantic Richfield <br /> Company (ARCO), a BP Affiliated Company, to inform your office that during construction <br /> of a car wash facility at the site referenced above three vapor wells were covered over and <br /> appear to be lost. The purpose of this letter is to outline the actions taken to protect and <br /> locate these vapor wells during the construction at this site. <br /> During preconstruction activities late last year, URS Corporation (URS) abandoned several <br /> wells and lowered the remaining wells to approximately two feet below ground surface (bgs) <br /> in an attempt to prevent the wells from being damaged during construction of the car wash <br /> at this location. The top of the wells were capped with polyvinyl chloride (PVC) caps and a <br /> 2 foot by 2 foot steel plates were placed over the wells at the surface. The steel plates <br /> were added to provide additional well protection and to allow the use of a metal detector in <br /> case the wells became buried. The attached figure shows the location of the wells at this <br /> site. <br /> During construction, the contractor responsible for construction of the car wash raised the <br /> elevation in the southern portion of the site by approximately five feet. Vapor wells VW-8, <br /> VW-10, and VW-11 are now under approximately seven feet of soil. URS has made <br /> several attempts with a backhoe and a metal detector to locate the missing vapor wells, <br /> however, these wells have not been found.
