During a phone conversation on September 2, 2005
URS requested on behalf of the property owner that the SVE/AS wells be completed
below grade, further stating that their locations would be mapped and they would be
accessible for proper destruction from the surface. In the Addendum URS proposes these
wells will be destroyed by pressure grouting through the remediation piping located in the
common treatment system compound area. SJC/EHD does not approve this method of
destruction. For proper destruction, the top of the wells must be exposed to the surface
and the method appropriate for site conditions must be used, be it pressure grouting with
mushroom cap or complete overdrilling.
URS did not provide justification for the other changes to the Work Plan that they made in
the Addendum. These changes include the installation of an additional groundwater
monitoring well, an additional dual completed SVE/AS well, and the change in location of
the SVE/AS network of wells. SJC/EHD cannot approve these proposed changes to the
Work Plan without explanation, justification or demonstration that the effectiveness of the
corrective action would not be compromised by the changes.
If you have any questions please call Lori Duncan at (209) 468-0337.
Donna Heran, REHS, Director
Environmental Health Department /
Lori Duncan, Senior REHS Nuel C.
